The Punjab government has imposed Section 144 across the province until September 17, amid security concerns and planned Pakistan Tehreek-e-Insaf (PTI) protests. The Punjab Home Department announced restrictions on public gatherings, rallies and processions to protect public safety.

The order covers Lahore and other districts of Punjab. It bans gatherings of five or more people at public places, roads, highways and open spaces. The government has also prohibited sit-ins, demonstrations and the carrying or display of weapons in public.

Why Punjab Imposed Section 144

According to the Home Department notification, law enforcement and intelligence agencies reported multiple threats to public peace and the safety of lives and property. Officials cited possible terrorist activities involving large public gatherings.

The notification said security agencies had warned about possible attacks involving suicide bombers, vehicle-borne improvised explosive devices, and targeted killings. These warnings prompted the provincial government to introduce preventive measures.

The order also bans encouraging people to join unlawful assemblies. Authorities can take legal action against violations of the restrictions.

PTI Protest Plans and Political Impact

The timing of the Punjab Section 144 order has drawn attention because PTI plans a protest march towards Islamabad on September 27. Khyber Pakhtunkhwa Chief Minister Sohail Afridi had announced a tour of Punjab to mobilise support for the planned march.

Afridi later changed his tour plans following the death of PTI worker Ishtiaq Ahmed. He said he would visit the worker’s family in Lahore before deciding the next steps for the party’s Punjab Street Movement.

The new restrictions could affect public mobilisation in Punjab. However, the Home Department has cited security threats as the reason for the order. The notification does not state that the ban was issued solely because of PTI’s protest plans.

Which Gatherings Are Exempt?

The Punjab Section 144 order does not apply to several routine activities. Weddings, funeral prayers, burials and prayers at mosques and other places of worship remain exempt. Courts, government institutions and officially approved events are also excluded.

Security and intelligence personnel performing official duties can continue their work under the notification.

The restrictions will remain in force until September 17, unless the government changes or extends the order. PTI’s planned Islamabad march is scheduled for September 27, so further announcements may clarify how the party will organise its activities in Punjab.
