Pakistan is considering new measures under its civil service reform programme. The proposals include seven human resource practices linked to General Headquarters (GHQ). They cover recruitment, postings, training, performance reviews and promotions.
The Prime Minister’s Civil Service Reforms Committee reviewed these practices. Planning Minister Ahsan Iqbal heads the committee. It is examining ways to improve the federal civil service and strengthen professional standards.
Civil Service Reform Pakistan: 7 GHQ HR Practices
The first proposal focuses on a pyramid-based career structure. This system creates fewer positions at senior levels. It also gives officers a clearer career path.
The second proposal focuses on psychometric, emotional-intelligence, and leadership tests. The committee also studied the Inter Services Selection Board (ISSB) model. That system uses psychological tests, group activities, and interviews to assess candidates.
The third proposal calls for fair postings and career opportunities for high-performing officers. The fourth focuses on the right person for the right job. Under this approach, departments would match officers with jobs based on their skills and experience.
The fifth proposal gives more importance to professional training. It calls for competitive and rigorous training programmes. Experienced instructors would also play an important role.
The sixth proposal focuses on the evaluation of evaluators. Officers who assess other civil servants would also face performance reviews. The process would consider their work across different assignments.
The seventh proposal focuses on objective promotion decisions. Promotion boards would review documented performance and other measurable factors. This approach aims to reduce excessive individual discretion.
Changes Proposed for Pakistan Civil Service
The wider reform plan also targets the way departments assess civil servants. The committee wants promotion boards to receive clearer information about each officer.
These records could include performance reports and annual confidential reports. Boards could also review other documented evidence before making promotion decisions.
The committee has also proposed a three-tier performance rating system. Another proposal calls for a Civil Service Performance Review Board (CSPRB). The board would help maintain consistency in performance assessments.
These measures aim to link career progression more closely with performance. They also seek to improve accountability across the federal civil service.
Wider Civil Service Reform Proposals
The GHQ HR proposals form part of a broader reform package. The package covers CSS recruitment, training, performance evaluation and promotions.
The government has also considered changes to the CSS examination process. These include greater use of digital systems and a shorter recruitment cycle.
The proposed GHQ practices remain part of the reform process. The government will decide how and when to implement the recommendations.
For readers following Pakistan civil service reform, the next stage will depend on the government’s formal decisions and implementation plans.
