EU Pakistan financing agreements worth €65 million were signed on Monday, September 21, 2026. The funding will support foreign investment, renewable energy, the rule of law and Pakistan’s business environment.
EU Ambassador to Pakistan Raimundas Karoblis and Economic Affairs Division Secretary Muhammad Humair Karim signed the agreements. The funding comes under the EU’s Multiannual Indicative Programme for 2021–2027.
Three Programmes to Support Pakistan
The financing package will launch three programmes. The first is the Global Gateway Development Facilitation for Pakistan initiative.
This programme aims to attract more foreign investment. It will focus on improving Pakistan’s tax system and strengthening the government’s long-term financial planning.
The second programme focuses on energy and natural environment resilience in Khyber Pakhtunkhwa. It will expand renewable energy in rural communities that remain outside the electricity grid.
The programme will also provide training to help attract private investment. It aims to increase private-sector participation in KP’s energy sector.
Focus on Rule of Law and Business Environment
The third programme will support the rule of law and business environment in Pakistan. It will improve access to police, prosecution services, courts and legal aid in Khyber Pakhtunkhwa and Balochistan.
The programme will also support Punjab and Sindh in expanding alternative and commercial dispute-resolution mechanisms. The initiative aims to improve the business environment and support investment in the provinces.
Speaking at the signing ceremony, Muhammad Humair Karim welcomed the EU’s continued support. He highlighted the programmes’ relevance to Pakistan’s goals of attracting investment, expanding electricity access in off-grid areas and improving commercial dispute resolution.
EU Ambassador Raimundas Karoblis said the agreements reflect the EU’s support for Pakistan’s economic development and investment ambitions under the Global Gateway initiative. He also highlighted plans to strengthen energy resilience and sustainable natural-resource management in KP.
The latest agreements expand EU-Pakistan cooperation across investment, energy, governance and access to justice. The programmes will cover different provinces and focus on areas linked to Pakistan’s economic and institutional development.
